Abu Dhabi’s AI Government Plan to Create 5,000 Jobs and Boost Economy by 2027

Abu Dhabi is taking a major step towards becoming the world’s first fully AI-powered government by 2027, with a strategic plan that includes a Dh13 billion investment and the creation of 5,000 new job opportunities for Emiratis. Experts believe this initiative will enhance government efficiency, stimulate economic growth, and elevate the quality of public services.

Transforming Governance with AI

The ambitious plan aims to integrate artificial intelligence into key sectors such as cybersecurity, disaster management, healthcare, law enforcement, and procurement. According to Shiva Pillai, a project delivery expert at a high-tech company in Abu Dhabi, AI will enable the government to make better predictions and decisions, ultimately improving the quality of life for residents.

“AI-driven systems will allow the government to deliver more efficient services, boost economic growth, and make smarter decisions in real time,” said Pillai.

However, Pillai acknowledged that the transition to an AI-native government will not be without challenges. Data quality and consistency are critical factors for AI to function effectively. He highlighted issues such as discrepancies in gender titles and variations in name spelling, which can cause delays and complications in service delivery.

“AI systems work best when data is clean and consistent across platforms. Incomplete or inconsistent data could lead to inequalities in service delivery,” he explained.

Shifting Mindsets and Adoption Challenges

Transitioning to AI governance will also require a cultural shift. While self-service kiosks are already available at telecom and bank service centers, many residents still prefer face-to-face assistance. Similarly, widespread acceptance of AI-based systems will depend on changing public perception and encouraging residents to embrace digital solutions.

Job Creation and Workforce Impact

The AI transformation is expected to generate significant employment opportunities in fields such as machine learning, AI engineering, data science, and robotics. Pillai advised that UAE nationals should focus on gaining expertise in these areas to benefit from the growing demand.

Sultan Al Hajji, Vice President of Public Affairs and Alumni Relations at Mohamed bin Zayed University of Artificial Intelligence (MBZUAI), highlighted the emerging need for roles at the intersection of AI and ethics.

“We will see more opportunities in AI policy, compliance, governance, and quality assurance. MBZUAI is already training the next generation of AI professionals through specialized M.Sc. and Ph.D. programs,” Al Hajji noted.

Building Infrastructure for an AI-Native Government

Tech expert Sami Abd Alnour emphasized that Abu Dhabi’s AI strategy will require the establishment of powerful computing infrastructure and advanced data centers. Sovereign cloud computing will play a crucial role in ensuring data security, scalability, and sovereignty.

“A centralized enterprise system will improve collaboration between government departments and private entities, reducing bureaucracy and making service delivery faster and more efficient,” Abd Alnour explained.

AI-driven systems are also expected to enhance security through proactive monitoring, improved data protection, and rapid response to potential cyber threats.

“This transformation will make life smoother and more convenient for residents by eliminating unnecessary steps and improving service efficiency,” Abd Alnour added.

Becoming an AI-native government will position Abu Dhabi as a global leader in technological innovation. Real-time insights and predictive analytics will drive smarter governance, reduce costs, and enhance citizen experiences with more accessible and responsive services.
